i can just imagine how well that would work in some areas (not!).
Mega-sized cities must draw on food supplies from hundreds to
thousands of miles.

imo, heavily populated areas which are incapable of producing adequate food
on a year-round basis, due to extreme heat, cold, desert conditions, etc...
are extremely vulnerable.
