I don't believe this is accurate. Whether elected or not, *all* politicians need to be aware of the public opinion. In a democracy if they screw up too big, they will not ever get re-elected. In a dictatorship they will likely lose their head (either through a popular revolt or via one of their generals). Kim and Saddam were rather exceptions than the rule. Mubarak or the Arab kings are closer to the norm and all of them are keenly aware of the public sentiments and from time to time implement pressure release tactics.
