Clinton's employment rates were much better. for instance, in the 90's employment rates for black teenagers were the highest ever. That is no longer the case. Also, we've seen some cheating in Bush's Labor department, for instance trying to reclasifying hamburger flipping as "sandwich manufacturing" to disguise the hemmoraging of US manufacturing jobs.

Most of the Bush employment gains have been due to the ultra low interest rates and real estate-contruction boom. That is over now. Wages under Bush are flat and benefits and job security are worse and worse.
