Not at all. Perjury is still a crime. You are not off the hook legally or even morally if you perjure yourself. It doesn't matter if the whole thing was more of a sleazy smear campaign than your wildest imagination. It could be literally a satanic plot and it wouldn't get Clinton off the hook for perjury or for signing the law that required testimony about other sexual affairs.
