"sued for peace" is a BARGANING TACTIC, which I believe you are misconstruing as 'surrender'.

The odds on them giving up on eventual unification with the South (REGARDLESS of whatever they may have said, or promised, or signed in 'treaty talks') are somewhere between 'nil' and 'zero'.

It would have been mere paper... not reality.

Regardless of any 'talk-talk' their policy on the ground would have remained 'subvert, then reunite'. If they had to take another generation (generation is generally considered around 20 to 25 years) to rebuild Viet Kong forces in the South, they would have, regardless....
