Legal scholars do not agree on such a bills constitutionality. If one is an original intent guy, it is clear that the intent here was to guarantee citizenship to the children of slaves only. The language is ambiguos but if ever the bill is ever passed, it will go to Scotus where two conservative principals will clash--literal interp of the const vs original intent, not to mention the lamguage ambiguity issue. BTW 90% of the nations of the world do not do it our way.
