I noticed the N. Koreans did the same thing with Carter and Clinton back in 1994.. We promised to give them two light water reactors and 500,000 metric tonnes of annual fuel oil supplies.

And can you tell me where those light water reactors are in North Korea? I don't recall the details on Carter, but I do remember that when NK asked the Clinton Administration about the light water reactors the response was .... ~We decided that you don't really need them.

North Korea took the position that you espouse. ~If you're not keeping your end of the agreement, we don't have to keep our end. You and President Kim have at least one common agreement in foreign policy.

Bush fixed the problem completely, by getting North Korea to pull out of the NPT. Hence, North Korea is legally free to develop any capability they want. It's a win-win. The world doesn't have to worry about NK violating the NPT, and NK doesn't have to hide violating the NPT.

Now if we could only convince Iran to withdraw from the NPT...

I had a good laugh this a.m. I should have posted the story. You probably recall hearing the US criticize Iran for even thinking about using oil as a weapon. [Though it's ok for us to keep nukes on the tables.] But the really funny story this a.m. was that the west [inc. US] is considering a list of sanctions that includes not allowing refined oil products into Iran. You just have to laugh.
