Muddle? Zigging and zagging?

I support both "no illegal immigration" and amnesty. To me the muddle is looking at those as competing positions. They're synergistic.

What you saw as zigging and zagging may have been his pox on both sets of idiots rhetoric as he framed the factors and the factions.

You can toggle each one on or off - amnesty and benefits or deportation for number one. Work permits or crack down on employers of illegals for number two. Fence or no fence for number three. Guest worker program or not for number four.

One and two are really the same issue--what to do with the folks here now. You either give them amnesty or round them up and kick them out. The latter is unfeasible so that toggle is stuck on amnesty, as you say, in which case the work permit question is moot.

I agree with you on number three except I'd make it number 1. The only choice there is the fence, unless you want to skip border control entirely like CB and just open the doors. The status quo is really the same as the latter but with a whole lot more overhead. The fence also includes an employment fence, not just a physical barrier at the border.

I don't think you've framed number quite right. Four is whether and how you want to import labor. A guest worker program is one of a group of options. You have a choice between permanent and temporary labor and you have a choice of the kinds of labor to import. You also have the question of importing labor vs importing other kinds of human assets. And between importing labor and exporting production.
