The technical question is when did they actually start and when did they think that the US had renigged on it's half of the bargain. But that's only important if you're a bean counter. The CIA estimates that Pyongyang has not accounted for one to two nuclear weapons worth of plutonium from the Yongbyon reactor. Has CIA estimating improved recently? I don't think the NK has a nuke. If they did have a operable design, they would have tested it. Give me a ka-boom, and I'll grant they have one. Designing an operational nuke isn't easy. Whether North Korea remains an NPT state-party is ambiguous. Now that is a knee slapper. Tell it to Condi, she'll probably get a laugh out of it also. jttmab
