Communist caught RED-HANDED. Not a knee slapper, but it was cute. Pay attention to your two sentences. They weren't "caught"; they announced it. The technical question is when did they actually start and when did they think that the US had renigged on it's half of the bargain. But that's only important if you're a bean counter.

Has CIA estimating improved recently? I don't think the NK has a nuke. If they did have a operable design, they would have tested it. Give me a ka-boom, and I'll grant they have one. Designing an operational nuke isn't easy.

Whether North Korea remains an NPT state-party is ambiguous.

Now that is a knee slapper. Tell it to Condi, she'll probably get a laugh out of it also.
