25% of Arlington County speaks a language other than English at home -- you live in Arlington, is it "unstable"? The population grew slowly and adjustments were made gradually. The Salvadorans, the largest group, have been here for a good twenty years and are well integrated. Plus we have folks from every part of the world. There's no such thing as a "substandard wage." I agree that that's a poor choice of words. But it's not one of those hot-button words, I don't think.
