I never heard of that. Can't google anything that connects the two. Can you supply any background? I've always seen (and used) that statement in the context of management consulting.

Actually it is because they cannot escape the insular thinking that informs me that they are delusional.

They will never abandon the belief that they alone stand between America and whatever boogeyman, real or imagined, is threatening the idyllic lifestyle of the US.

It isn't a tactic, they actually believe.....
