I haven't done much thinking about it but have simply assumed that the trick McCain and Guiliani will employ to try to get the nomination is to stay as close to Bush as possible on foreign policy; watch the immigration debate carefully to see where the "base" is on it and try to get in front of that parade. And then McCain will try to beat up on Guiliani on the social issues, while Guiliani tries to do something, I can't imagine what, in reply. And both of them will distance themselves from the Bush people on fiscal issues.

Then in the general election, whichever has the nomination will run away from Bush as much as possible, given their own track record.

But just speculating. And wildly. ;-)
