The Mexican people are inculcated with the culture of corruption all their lives. Almost anything that gets done -- especially dealing with legal matters or business -- require bribes or connections. That exact culture is what is in evidence as well along many of the border towns and in Southern California it is also in evidence. It is not a moral judgment at all, it is just what they have come to expect in how things get done. To coin a phrase: absolute corruption corrupts absolutely.
