Imagine a Congressman who wants to get federal funds for more cops to go badger all the small and medium-sze businessmen in his district who hire illegals and have for decades now. They also happen to make up a good part of his voter base. Then imagine that Congressman getting federal funds to bust more loser crank addicts and meth labs. ;<) Self-interest will stop most vigorous hiring enforcement unless there is a national database the employer can check easily and not face much penalty. Just my guess.
