You forgot the locals' costs!! They have to tendered until 22 years to produce something!! 22 years of burden to the society. They need kindergartens! They need primary schools. They need secondary schools and then university. Then they need two years doing nothing. Then they they need high paid jobs, and protect the whales and hugging trees and othe rnon-sense... No wonder they come too expensive. Now the guy is out of the container or boat and is out working else he doesn't eat next day! Pay VAT and can't use the resources the state put at disposition of the locals. He is a net contrinbutor to society Locals have certainly priced themselves out of the market!
