I'd used to have an easier time saying the US and Israeli record is better...now days I have to wonder how US would have responded if it faced the exact same problems...but that is quite besides the point...the important part is that I can't do anything about what goes on in Russia or China. Yes I strongly believe China should move out of Tibet but ultimately each of us is responsible for his own actions, and in a democracy, the acts of his government. So yes, I am limiting the debate to US of A because that is where I live and where my taxes are spent.

So are we in agreement on the need for an impartial global governing body? If you believe in this, then the details can be hammered out and changed over time.

As for my personal opinion, there would be no veto power for anyone. The stronger countries would still get a lot of perks the way the rich get to have better lawyers and representation. But they'd have to pay for it. I would move the UN out of its 18th century aristocratic structure...as a starter, I'd be willing to accept some form of representation based on GDP rather than nuclear warheads.
