It is likely some of the missile components were already in Cuba prior to the crisis. It is also probably true that delivery of missiles was actually prevented. If there were sufficient parts to assemble missiles in Cuba at the time, it appears that none were ever launched at the US. That would be a success of the cold war.

Perhaps if Kennedy had not developed cold feet the world not have needed Ronald Reagan to end the cold war.
