It's easier to fight a war on terror than it is to fight a war on poverty.

Read Paul O'Neil's book...when he was in the administration he lobbied the state department for a few million $$ to build wells in Africa...he was turned down. Today we spend billions in Iraq, terror there is plentiful and the hatred engendered will feed terror for generations.
