Beats me. Thats why one would look for other organizations like nato to do some of the lifting or the EU or other nations with strong economies and military forces. At my most cynical it seems to me that all of the above are waiting for "Uncle Schmuck" to do the heavy lifting so when we do, they can lambaste us as they seem always to do. Ugh
