Yes, crony capitalism, and given the dominance and apparent acceptance of Ponzi finance (financial institutions make bogus or bad loans and are supposedly bailed out) worldwide, all kinds of suckers are willing to buy into this one and without question.

Actually, it may be a little better on the top, since at least the head of the State and the national major leading body are NOT yet in Rich men's pocket! They still have poor people's interest on their plate, in their mind!
