Yes, I am serious about it. I have looked at several anti-corruption venues. The simplest is simply to get a bill through congress. Congress has not shown itself to be self regulating. So you would still need to have some way to back it up with law enforcement.

The only way I can think of to accomplish the DOJ change would be through constitutional revision. It would require more than simply separating the body of DOJ into a branch of Government. Some further checks and balances language would have to be included. Much of that already exists in fractal forms, like the speech and debate protections. We also need to protect classified administrative operations.

The main thing is no one person or group of people should have immunity from violations of law and justice.

I would like it to come under elected control and/or possibly a body of elected officials to serve in collaboration as chief proscecutors, rather than one (similar to the Supremes). Ethical rules of conduct (legislated by congress, veto power to the President, interpreted by the Supremes) and staggering term limits (a certain percentage of prosecutors have to be replaced annually), that are strictly adhered to would keep them from abusing their role, or in conducting themselves in a partisan manner. The President can prioritize criminal threat, congress can fund efforts for the DOJ to combat crime, remove prosecutors found in ethical breach, and there must be a provision for the DOJ to investigate and prosecute crime at any level of government. No 'special' prosecuters are needed.
