If it was a business expense it can be recoverable from the business. The next call for the state revenue people was probably the shrub trimmer. In some states they can collect it from both parties including penalties. If the landscape maintenance shop is not smart, they will cull his customer list and audit them so they can double dip on the whole list.

And they wonder why government employees sometimes are looked upon with negativism.

If they guy is smart, he will make refuse to cooperate until they agree not to double dip. They can shut him down, but he won't have upset customers.
