One witness said panicking drivers had to line up as long as 10 minutes while toll operators continued to charge vehicles as flames engulfed the taxi, the Liverpool Echo said. A motorist said the tunnel emergency phone wouldn't work although Merseytravel, the tunnel's operator, insisted the phones were all working.
