TDWaterhouse is a owned by a Canadian Bank, The Toronto Dominion. It would be strange indeed if they could not buy Canadian stocks.
I had heard that their sales agents had difficulty finding and placing orders on CDN stocks in their system, particularly CNQ stocks. I do know a few people who were able to place orders on CNQ stocks by some persistence. The trick is to find the symbol and persist with the agent. Some of them are ignorant of these niceties.

In a letter Gib. Phone them.

They are shuting down the Canadian side. I think one can still buy Canadain stocks, but they will need to either use the American 5 letter symbol or have a broker buy them and pay in American money which will require a currency conversion.
