Yeah, but does that mean U.S.-residing RATS as well? Mygawd, I don't think there is even a Rat-English DICTIONARY yet! This could cause immense hardship and grief and calls for a special lobbying effort--maybe RATS eating up all checks, cash and donations of all kinds received by Congresspersons and Senators. It should be fairly easy to teach the rats how to recognize the appropriate documents. Then, after that job is entirely done the specially trained RAT RANGER corps could be redeployed over to K street to bring down the entire Lobbying Industry. That would be a good start...
