I think you and the rest of the thread will enjoy this study which shows how incredibly beneficial a crash effort to substitute imported oil would be. The tax revenue, employment, and unstated foreign policy benefits would be simply amazing if these guys are correct. Of course, the program would take about 20 years to implement, an eternity in our instant gratification culture.

Note that the most expensive aspect of the program is the is cost to increase vehicle efficiency which is, naturally, the most visible to laymen.

Also notable is the idea that to reap the highest benefits, it is best to start now:
