It was Bush-Cheney who gave the Enron thieves a free pass. Enron didn't start its massive energy gouging campaign until the day after Bush-cheney were first nominated. The rest of the fraud was byzantine accounting methods which were not unraveled for a long time afterward. There was no visible fraud until the whole house of cartds started falling.
