The truth is that this is precisely President Bush's position, and the Iraqis support it: nuclear energy is fine, nuclear enrichment and weapons of mass destruction are not. A distinction beyond Mr O'Neil's ken. Or wish fulfillment.

They went from a terribly repressive regime to one with less repression. The Chinese are still horribly repressed politically, but have a much greater degree of economic freedom than most people in the world. It also appears to be a sheer numbers thing.

Don't forget they are free to violate ethics and foreign laws without fear of reprisal. Most DVD piracy is done in China. Lots of other product forgeries come from China, often from the same production plant.
