1 - Had a congress that cared about restraining spending (yes I know the Republicans controlled congress than and now, and many of the members are the same people, but they seem to not care anymore),

With a republican president and a GOP senate, they have shown us the perfect storm of fiscal irresponsibility. The mith of dem tax and spend is dead. Now we have borrow and spend instead.

2 - Was able to scale back the military because of the end of the cold war (and arguably may have scaled it back too much, witness all the claims that we should have had a bigger force in Iraq)

That's if you 1) subscribe to this idiotic war as required 2) subscribe to the notion that it was conducted properly 3) subscribe to the further notion that it was shared with allies correctly and 4) I could go on...but you should get the idea

All of these notions would make you a partisan follower who does not question his elected officials.

3 - Effectively passed a lot of the spending on to the private sector by increasing regulation to achieve his aims rather than directly increasing government spending.

And the economy still fired on all cylinders...now we pass tax cuts that benefit the wealthy, while the middle class gets nailed. Which is why opinion polls still don't favor bush on the economy, despite the growth.

Adversarial in ways that helped him control spending. They would have gone for even less spending but he managed to hurt them on that issue with the whole "shut down the government" situation.

Yes, somoeone had to manage "the compassionate" instincts in the "conservative".
