We should support ethnic state formation after the ethnicity in question has built a state and presented the world with a fait accompli - allowing for political circumstances.

The thing the Pals have never understood is that a state cannot be handed to you. A state is something you build.

I don't think we should "support" it. But if an ethnic enclave of people are dead-set on separating themselves from the rest of the world, content in their xenophobia, the only way we could stop it is by force. And I don't find intervening in such conflicts justifiable, except in cases where both parties are ready to talk, or the battle is so one-sided that one of the parties is in danger of being utterly wiped out.

And when such ethnic states manifest themselves by sheer force of will, we don't necessarily have to subsidize or protect them. However, one caveat to that, is if the state has a democratic government. I think it's critical to support and sustain democractic institutions as the best opportunity to build tolerance and compromise.

Thus, with regard to Israel, the umbrella of protection is extended to them so long as they are a democratic government. But I'm not going to show bias in favor of them on their behalf in their conflicts with neighbors, or with the Palestinians, unless their existence is threatened.

Bottom line, I don't believe in ethnic states. And I certainly don't believe in promoting them or subsidizing the creation of them. They are inherently racist, and normally matched by an equal level of intolerance. But they are better than constant civil war between competing ethnicities, as a last resort.
