No welfare unless you're a citizen. I think that's do-able.

The problem with the guest worker program is if we establish quasi-citizens like they have in Europe. Bad idea.

I look to Eastern Europe (Estonia, Czechoslovakia, Poland) as a model for what can be done if a country decides to allow Americans to move in and start businesses.

You may be right that the political will isn't there yet but perhaps now is a good time.
