Refreshes of 1/3, 1/2, or all of the desktops and notebooks are done periodically regardless of whether there is a major OS change. Requirements are determined and a platform is selected that satisifies the requirements. If 64-bit software is required by some users, then it becomes a requirement for the standard platform. Keep in mind that there is zero cost - you just pick which version of windows you want loaded by HP, Acer, Dell, etc. And you remove Core and Core Duo from your approved system list.
