They have very poor generalship in case you have not noticed. If they were competent, we would indeed be in trouble. They are not competent.

9/11 happened largely because America's defenses against terrorism prior to 9/11 were very similar to America's civil disaster response to Katrina. As Bush himself said of Katrina, "No one foresaw such a thing happening" LOL!

The only reason heads rolled after Katrina is because it was a natural event. In 9/11 we could assign blame to a human enemy, so our own errors were forgiven in rallying to fight the enemy. Incompetence is still incompetence however.
