Rove calls that "changing the game".
He's very fond of calling for abrupt plans which then repeats over and over like to make them seem urgent. Of course when he's wrong it turns into spectacular fiascos.

Kerry did not even attempt to fight. The one time he was caught referring to Dumbya as his gang as crooks or liars, he apologized. That is the only time he was not being chicken, and he apologized for being a little too brave.
