While I was off trying to find the Brookings piece you referenced, I came across this from Wiki. It startled me. I don't think I've ever seen that straight-out assertion published, obvious as it may be, to me, anyway. "Mitigation The estimated costs of mitigating global warming (i.e. reducing it - it cannot be prevented) depend on a number of factors." en.wikipedia.org Gore's presentation and book are supposed to contain an argument that some large portion of a solution is not terribly difficult I'd be shocked, but pleased, if a solid case were made for that.
