A link to a top secret project? Well, you can check out some of the HAARP applications (Fairbanks, Alaska) that is tied into it as experimental ground support for generating exponential energy pulses that can travel at 186,000 mps to fry incoming ICBMs that are coming in at upwards of 30,000 mph. That is just one facet of a many-tiered project involving aspects of communication, potential weather control and the capability of seeing underground all the way on the other side of the world, using ionospheric tweaking as a long-range sonar/radar type of technology. There are white papers on the Net and patents (that can still be found on the uspto.gov site despite the fact that they have potential national security issues attached to them).

All I know is that the Strategic Defense Initiative was definitely being worked on well into the 1990s and the application of direct electric power from nuclear generated radiation was part of the power source for work being done on particle beam weapons. Now, that was more that 10 years ago.

The ground-fired anti-ballistic missile fiasco has, to the best of my knowledge, been dropped.
