insurance companies will write policies if they can make a buck. that is the business they are in to make a buck and spread out risk for those who buy policies. i remember for about a decade you could not buy car insurance in new jersey because state laws limited fees so most just left.

then you have pa and some other states for doctors who leave the practice or move to another state because fees are so high.
