I know I saw some technical documents that detailed the use of lighter than air ships in the area of broadband communications in rural areas. The issue of stability came up and apparently the technology exists to have a gyroscope-type adjustment and that the ships would overlap with altitudinal variance, etc. Much of the discussion concerned the ability to keep these ships afloat without pilots again with the just developing technology.
