I think for the most part they were just stunned we would do something like that. When it changed soon after, they just chalked it up as an outlier.

For what it's worth, the political situation in Europe was far more complex than clinton's trouble at home, which had very little to do with lack of credit...to simplify, we (NATO that is, not just the US) are criticized for waiting too long to take action. This is partly because Muslims seemed to be the oppressed (they were, first in Croatia then in Bosnia and later in Kosovo), but more importantly because Russia backed the Serbs, whom they consider blood brothers. The Europeans in particular were very afraid of intervening for fear of sparking a conflict with Russia. Remember the Russian pre-emptive takeover of the airport in Pristina once Nato decided to go in? There were some very tense moments with Nato and Russian troops pointing weapons at one another ... Al
