Example: rubber stamp Congress is suddenly at odds with the White House. We wonder why now. Why not for the past 5 years.


This is a systemic thing with 2nd term presidents. The midterms approach, and the president, who doesn't have to run again, is thinking about his legacy, and the Congress is thinking about the election. It's a divergence of interests.
