The human inclination to administer "street justice" is very strong. It's the basis for why it is that our soldiers in Iraq are causing us long term problems. Even though the Iraqis (and everybody else) naturally does it, they will still get pissed if they see our soldiers doing it. People are much more lenient when the policing is done by locals. -- Carl
