If it actually had been a victory it wouldn't be so embarrassing now. Unfortunately, even after all the major combat operations after that speech, we don't have anything in Iraq that looks like "victory" to me- unless we wanted a civil war. Did some folks want a civil war? If so, they can declare victory- for everyone else, I'd say that at the moment Iraq is a "defeat".
