Fowler is the master parser and nitpicker here. I learned in my government career how words are used to doubetalk and triple talk and CYA around issues while the "principals" really just want a snazzy headline that makes them feel on top of the world.

"Look at me! Look at me! Look at me! Look at me! Look at me! Look at me!"

It's an old Washington game. And if the plan doesn't work, whatever it is, the pols fall back on the nuanced triple talk to hem and haw about how they didn't really mean it and so on and so on.

The fact that Lane and Euterpe don't buy the spin tells me it doesn't play outside of a certain, smaller circle. They clearly aren't alleged closet lefties like me.
