It's interesting- but if you parse Bush's speeches after 9/11 he never comes right out and says Iraq participated- but the American people obviously HEARD that Iraq participated. So sometimes, either through a huge repeated mistake (hard to believe in that, with Rove in the driver's seat) or because of intentionally crafted rhetoric, the people hearing a speech come to believe something that isn't explicitly stated.

Then again, I think what Lane 3 was saying was that in this case the implicit and the explicit meet- although Mr. Lucky and mph would argue that the explicit message was different from the implicit one.

I think that's all that is going on.
