"Fourth most powerful" is extremely misleading -- I would say so misleading as to be false.

All the hurricanes listed are ones that have hit the US, none of the ones that hit Mexico are listed.

Also, Katrina was "fourth most powerful" out at sea but quickly got weaker as it got closer to land, and was not that powerful when it hit land.

The flooding in New Orleans was caused by levee failure, due to improper design. They put the footings in a layer of peat, not clay.

It certainly was a big, scary hurricane out at sea.

The real reasons hurricanes are "more destructive" is that more people are building fancy beach houses right on the beach. They cause more financial damage.

Back in the old days, before flood insurance, very few people built right on the beach, because mortgage companies wouldn't lend them the money.
