Uh. Oh. Don't let this get around. Very embarrassing. We have luddites in the cabinet. Listen WR.. my primary issue with Kyoto is that it EXCLUDES nations like China and India from having to comply, even at reduced environmental standards. If there were a carbon credit market equivalent for newly industrializing economies, I believe many of my objections might be squashed. But I will admit it's not one of my areas of deep knowledge or the feasibility of such a two-tiered CC market concept. But what we cannot afford economically is to become involved in a system that rewards companies from re-locating from industrialized economies with ever-restrictive environmental laws, to developing nations where such laws hardly exist at all. This would be self-defeating and only exacerbate the problem as manufacturers use Kyoto as an excuse to out-source to Asia and Latin America. Hawk
