I stated in my post that it was legislation before bush came to office. And after he came to office it should have been put even further back on the shelf, especially after 911. 911 provided an excuse to invade iraq and at a time when our military is needed in other areas that actually have something to do with terrorism.

Osama and Omar would be gone if McCain were the president, or Clinton, Gore, the other Clinton or a host of other politicians.
