Kerry is the one who demanded subpoena powers to investigate BCCI in the first place. It was his subcommittee (he was chairman) which led the investigation because he was also investigating Noriega, the Medelin Cartel and Iran Contra and found a big connection there. It was all tied together. He was the instigator and the follow-up guy all in one. He was the one-man prosecutor of BCCI in the senate. None of the others dared to join him BTW: Kerry served as Middlesex County Prosecutor for six years, longer than I thought.
