The Highlands and Islands is going to be the best place in the world to live and work.

That is the ambitious target set by Highlands and Islands Enterprise, the region's development agency.

HIE said yesterday the area's economy had made "remarkable progress" last year. Employment was the highest in the UK with 80.8% of working-age people in employment last year. That is higher than the averages for all of Scotland and the UK, as well as every region in England.

Population and average-earning growth also contributed to a successful year for HIE. Figures for June 2005 show the number of people living in the Highlands and Islands was 460,540, against 457,950 the previous year. Average annual earnings throughout the area are up by about £300 a year at £15,600.

Speaking as HIE revealed it had achieved all eight of its targets for the 2005-06 financial year, chairman Willie Roe said: "Population has grown throughout our area, average earnings have increased and unemployment continues to be at a historic low. The University of the Highlands and Islands is now on the brink of becoming a reality and virtually every part of our area is in a position to reap the huge benefits offered by broadband technology.

"In aspiring to become one of the best regions in the world to live, work, study and visit we set a high, but we believe, achievable target. It is an aspiration shared by other areas throughout the world, with whom we have to compete vigorously for investment and people."

The network assisted 576 businesses to start up, and 2,999 people were aided in developing employment skills in the 12-month period.

Progress was also made on a number of major strategic projects, including the university, the Centre for Health Science, and Highland 2007. A total of 28 communities were assisted to buy land and buildings.

The chairman of Inverness-based Tulloch Ltd, which employs 1,200, endorsed HIE's approach to the area's quality of life. David Sutherland said: "Our core strategy for many years has been built round the Highlands being an ideal place in which to work and live. We have built many homes for incoming families attracted by the quality of life.

"Communications have improved beyond all recognition with the Highlands much more accessible by road, rail and air. Information technology has also spanned the distance difficulty and we use videoconferencing to hold board meetings."
