I think it was another Karl Rove tactic. It's something he calls "Changing the Game" where he comes up with a new issue that they have prepared, insist it is an immediate and urgent crisis, get Faux news to agree, and then force everyone to go with their plan since they haven't had time to study alternatives.

The only problem with that hypothesis is that it hasn't gone very well for the republicans or the administration. This could be due to the fact that Rove was distracted by the Plame affair, and that this was not their first choice. Iran would have been their first choice but they can't even drag Bush Jr. along in another kamakazi attack. But most of all, I think the country is starting to see through Rove's phony crisis and didn't fall in line this time.

It smells like a red herring to me, although I do think there are legitimate beefs there. Our borders are like Swiss cheese. And Jihadis would love to walk through those holes and eat the cheese along the way.
